The government spent $1M training on these kind of disinformation campaigns, as part of normal training budget.

Bob releasing propaganda into the general Canadian public has nothing to do with the specific training he received.

It's unlikely that NDHQ was authorizing spreading arbitrary disinformation among the general public.
