GDPR does not tell people to put banners on their website. People chose to not learn about GDPR and do "like everyone else".

Regulators are not just responsible for the laws they put in place. They are also responsible for the way the majority responds to them. If the majority fails to implement, it's a failure of the regulator, not a failure of the regulated.
